Following is repetition of Yunnanfu telegram No. 20 of April 20th.

It appears definite that French are not allowing war material to reach Yunnan by rail. Trouble with Japanese originated with French allowing thirty-two 80 ton tanks of Russian manufacture to be transported to Yunnan by rail from Haiphong. No military stores of any importance seen in transit between Yunnan and Kueiyang and Chungking. Only forty military trucks were seen throughout journey. Road in good condition but bridge over Pan river (292 kilometres south west of Kueiyang) broken and cannot be repaired under one month. At present no facilities exist for transporting heavy material across the river. Lack of trucks and the long haul to either Chungking or Changsha would prohibit large quantity of war material being transported from Yunnan. Even if bridges permitted tanks could not make the journey to scene of operations and arrive in serviceable condition.
